I don't see any huge waving red flags. Yes, it seems like they've got an idea of what you want or maybe they have given this some thought as to what they think might work. Do you have a 504 in the primary grade? Is it not working? She said you could add or delete as you see fit.

I would take their communications at face value. You will be able to read the plan at the meeting and if you are not satisfied with it, you don't need to sign it then. Tell them you need time to review the plan and discuss it with your husband.
Also, 504 plans are not set in stone. You will be able to review and alter it in the future if necessary. If they are signing off on eligibility, then that's half the battle!
It sounds to me like things are going ok so far.

The reason I question it is because right now he is covered under a health care plan. Prior to his entry into Kindegarten I requested the 504, after lots of hoopla with the school and finally showing them he was eligible, we met and they agreed to the proposed plan that I set in place BUT they side stepped the 504 and just put it in as we have it now...his health care plan - I'm thinking they are doing the same thing now, they KNOW the 504 and the process by her response I was wondering if they were try to avoid the 504, but maybe they have already determined him eligible.(?)
But not knowing exactly the process, only reading through many hours of the topic, I assumed that the 504 team would be people who are going to be dealing with him daily, I realize that the custodians need to be met with and talked about as far as the cleaning process, etc goes, but wouldn't we be meeting with the 504 team?
I think these are the questions that have brought me to the thinking that they are trying to pull it over on me again.
The plan they are referring to is his current plan - it is a good solid plan, but it only works when the people involved work it and THAT is the reason I'm asking for the 504 designation - the majority hasn't "worked" the plan.
Thank you all for your responses and if I'm overly paranoid, just tell me so - I just want to be prepared. He is going into 3rd grade next year, new school, new staff and I am harder now than I was then and am not going to just "go along" with a health care plan this time.
Feel free to tell me if I'm way off and everything still seems to be going in the 504 direction.

Have they already signed off on elgibility? I think some schools who switch from IHP to a 504 sometimes just incorporate the IHP into the 504...especially if it seems to be working. Perhaps that is what they are doing?

Thanks you all for your responses. My confusion sets in as to what they have done or are doing at the meeting because I assumed knowledgeable individuals had to be present at the meeting and besides me, that's it. And I wouldn't think that custodians would be part of the 504 Team.
If they've already deemed him eligible then wouldn't they still have to send me paperwork stating this?
I will just have to wait and see I suppose - but I'm afraid it's going to be a repeat of his entry into the school district - which is fine, because I am prepared to get what I want this time and not suffice just to make people happy....
Gail - the 3rd grade teacher is what I would think to, and I will email her and tell her that even though they don't know who his 3rd grade teacher is going to be, it might be something they want to consider.

Hi Lana! Nice to see you here! I'm not sure if they are trying to pull one over on you, but stick to your guns til you get what you want.
The advice I did want to give you is this. When my son started school and we started the whole 504 procedure, I asked the principal if she could pick my sons teacher ahead of time so she could be involved in the process and so I would have time to work with her before school started. They not only did this, but she asked me which teacher I would prefer, and the nurse, principal, and I decided together based on which one we thought would handle it best. Maybe this is an option?

I know what you mean... But I think Drew's Mom had the custodian on her 504 Team who attended the Eligibility meeting.
BTW, I don't think that the members of the "504 Team" must remain constant. Nothing that I've seen states that they must. (I hope someone who has found anything to the contrary will post.) I asked my 504-C about this specifically and she also believes the Team can change. We both agreed that while consistency is desirable, but so is some flexibility. We both could envision instances where it would be "in Mariah's best interest" to consult with other "knowledgeable individuals" for specific accommodations (e.g. the 6th grade overnight camp that was out of town). So it's possible that one set of members can comprise the "504 Team" for the purpose of determining Eligibility, and that a different "504 Team" meets and determines the accommodation plan (our custodian attended some of the accommodation plan meetings), and a new additional member or two to the "504 Team" that makes accommodations for a specific event (e.g. the Camp Director).

Since the parent(s) is a "knowledgeable individual", you should have participated in the meeting in which the eligibility determination was made. So IMO, no, they should not have made any determination without you and your husband present.
